The Housing Rehabilitation Program provides affordable financing for the repair and improvement of owner occupied homes in Whitman County. Our housing rehabilitation loans are designed to help you improve the quality and safety of your home. In addition, these improvements will increase the value of your home, may reduce the cost of utilities, and revitalize your home and community.

Our housing loans have very low interest rates from 0%- 4%. Depending on your eligibility and income range we may be able to offer you 0% interest and deferred payments.

Basic repairs needed to keep your house in good, sound and safe condition must be completed. In addition, cost effective energy conservation must be completed. Saving Energy Saves Money!

Who is Eligible for Assistance?

Income includes the gross income of all members of the family. All support payments, benefit payments and interest income must be included. The income limits for 2009 are (maximum gross amount):

Eligibility Requirements

  • The house must be located in Whitman County and be in need of repair.
  • The Applicant must own or be buying the property.
  • The homeowner must live in the house.
  • Property tax must be current.
  • The homeowner must be able to provide sufficient verification of income.
  • The homeowner must exhibit an ability to meet the requirements of monthly and on-time loan repayments.

Home Rehabilitation Loan Process

Our Home Rehabilitation Specialists will:

  • Make detailed property inspection and analyze the condition of your home.
  • Develop a detailed rehabilitation work list to correct basic health, safety and energy conservation needs, and exterior deterioration.
  • Assist the homeowner in completing a rehab plan.
  • Review homeowners solicitation of contractor bids.
  • Close the loan and disburse loan funds as work is completed.
  • Advise the homeowner and contractor while the work is being completed.
